Building a casita in Queen Creek: rules, costs and next steps

Quick answer

Queen Creek adopted its own ADU rules with 5-foot side and rear setbacks for casitas. A shop or RV garage is different: if it is over 15 feet tall, it must meet the zoning district's normal side and rear setbacks. Plan on $195 to $265 per sq ft for a casita of 500 sq ft or more.

Queen Creek casita rules

Queen Creek wrote its own ADU (casita) rules in 2024 rather than relying on the state law. The town's ADU page is the place to start, and its HOA page explains how the state changes affect HOAs.

  • Setbacks: 5 feet from the side and rear lot lines for the casita itself. (town ADU page)
  • Size: the town has a standard size limit and a larger-casita option with extra conditions.
  • Height and renting: we have not confirmed the town's casita height limit or its short-term rental rules. Ask the town before you design a tall casita or list it.
  • HOA: The state ADU laws do not override HOA rules. If your HOA's CC&Rs limit casitas or tall detached buildings, those rules still apply. (town HOA page)

Shops and RV garages in Queen Creek

Queen Creek has a clear height line for detached accessory buildings: 15 feet.

  • A detached accessory building over 15 feet tall must meet the zoning district's normal side and rear setbacks.
  • Buildings 15 feet or less may sit closer to the lot line (often 5 feet rear, 5 or 10 feet side, depending on zoning).
  • Accessory buildings inside the required rear yard may cover up to 30% of that yard.

A 14-foot RV door usually means 16 to 18 foot walls and an 18 to 22 foot roof peak. That is taller than the reduced-setback height limit in Queen Creek, Chandler and Mesa.

So in Queen Creek, a real RV garage belongs inside the normal building setbacks, not along the back wall. Larger lots make that much easier. Source: Queen Creek accessory structure page.

Queen Creek cost notes

Our 2026 rates: $195 to $265 per sq ft at 500 sq ft and up, and $270 to $396 under 500 sq ft.

  • Some Queen Creek builders advertise small starter models at about $212 to $215 per sq ft. Ask what those prices leave out: site work, utility runs, permits and AC.
  • One Queen Creek permit for a detached RV garage and workshop listed a valuation of $80,000 (permit B22-3497, finaled in 2023, per a permit lookup site). Permit valuations are not contract prices, so treat that as a floor.

How to choose a casita builder in Queen Creek

We do not rank or recommend builders. Use this checklist with any contractor you talk to.

  1. Check the ROC license. Search the contractor on the Arizona Registrar of Contractors site. Make sure the license is active and covers residential work, and that the name matches the bid.
  2. Ask for proof of insurance. Get a certificate for liability insurance, and for workers' comp if they have employees.
  3. Get a written bid. It should list plans, permits, site work, utility runs, the slab, AC and finishes, plus any allowances. Compare it line by line with our line items.
  4. The contractor should pull the permits. Ask who pulls them. If you are asked to pull them yourself, ask why.
  5. Tie payments to finished work. Avoid paying most of the price up front.
  6. Ask for local projects. Ask whether they have built under Queen Creek's ADU rules and its 15 ft accessory building rule.

  2. Pull your HOA's CC&Rs and ask the architectural committee about casitas and tall buildings.
  3. Find your zoning district, then measure where a casita and any shop would sit.
  4. Talk to a licensed builder about plans and the permit submittal.

Frequently asked questions

Can I build a casita 5 feet from my back wall in Queen Creek?

The town's ADU rules use 5-foot side and rear setbacks for the casita. Easements, your HOA and building code rules can still limit where it goes, so confirm with the town and your HOA.

Can my RV garage sit 5 feet from the lot line in Queen Creek?

Only if it is 15 feet tall or less, and even then setbacks depend on zoning. An RV garage with a 14 ft door is usually taller than 15 feet, so it must meet the district's normal side and rear setbacks.

Does my Queen Creek HOA still get a say?

Yes. The state ADU laws do not override HOA rules. If your CC&Rs limit casitas or tall detached buildings, those rules still apply.

How much of my backyard can a shop cover in Queen Creek?

Accessory buildings inside the required rear yard may cover up to 30% of that yard. A building over 15 feet cannot sit in the required yard at all.
