Mesa casita rules
Mesa adopted Ordinance 5883 in October 2024 to follow the state ADU law, and amended it in July 2025 (Ord. 5883, Ord. 5950). The city's ADU page is a good plain-English summary.
- Arizona's 2024 casita law (HB 2720, ARS 9-461.18) requires cities with more than 75,000 people to allow one attached and one detached accessory dwelling unit (ADU) on single-family lots without a public hearing.
- Under these laws, cities and counties cannot require more than a 5-foot side or rear setback for an ADU, cannot require extra parking for it, and cannot require it to match your home's design.
- Cities and counties must allow an ADU of at least 75% of the home's interior living area or 1,000 square feet, whichever is less. Some allow larger ADUs with extra conditions.
- You can rent an ADU long-term (90 days or more, or month to month). The city cannot require the tenant to be a relative or employee.
- The state ADU laws do not override HOA rules. If your HOA's CC&Rs limit casitas or tall detached buildings, those rules still apply.
Shops, RV garages and garages attached to a casita
- In Mesa, a detached accessory building over 15 feet tall at the peak must meet the district's normal setbacks and generally cannot be taller than your house's roof peak without a Special Use Permit.
- A garage attached to an ADU must meet the normal setbacks and the normal accessory height limits.
A 14-foot RV door usually means 16 to 18 foot walls and an 18 to 22 foot roof peak. That is taller than the reduced-setback height limit in Queen Creek, Chandler and Mesa.
Next to a single-story house, that peak can be taller than your home, so ask the city early. Some East Mesa neighborhoods have PAD zoning with their own rules.

What Mesa permit data shows
Mesa publishes its building permits as open data. Counting permits whose description mentions ADU or casita: 45 in 2024, 79 in 2025, and 68 in 2026 through Oct. 28. Permits mentioning an RV garage: 24 in 2024, 9 in 2025 and 13 in 2026 so far.
Combo projects are real here. One 2025 permit covered a 2,556 sq ft RV garage with a 1,000 sq ft ADU, valued at $401,451. A 2026 permit covered a 1,000 sq ft ADU above a 1,120 sq ft RV garage, valued at $274,435.
Plain detached RV garages were valued at about $83 to $88 per sq ft. Those look like the city's valuation table, not contract prices, so treat them as a floor.
East Mesa cost notes
Our 2026 rates: $195 to $265 per sq ft for casitas of 500 sq ft and up, $270 to $396 under 500 sq ft, and $95 to $135 per sq ft for a stucco shop. A Mesa-area builder publishes 576 sq ft at $165,000 and 990 sq ft at $245,000. See the full table.
How to choose a casita builder in East Mesa
We do not rank or recommend builders. Use this checklist with any contractor you talk to.
- Check the ROC license. Search the contractor on the Arizona Registrar of Contractors site. Make sure the license is active and covers residential work, and that the name matches the bid.
- Ask for proof of insurance. Get a certificate for liability insurance, and for workers' comp if they have employees.
- Get a written bid. It should list plans, permits, site work, utility runs, the slab, AC and finishes, plus any allowances. Compare it line by line with our line items.
- The contractor should pull the permits. Ask who pulls them. If you are asked to pull them yourself, ask why.
- Tie payments to finished work. Avoid paying most of the price up front.
- Ask for local projects. Ask whether they have worked with Mesa's rule that a tall accessory building generally cannot be taller than the house peak.
